The disbalance between training of experts with higher education and qualified workers in respect to the needs of the labour market remains significant. According to the State Statistic Service, there were 506 students per 10 thousand of population in the higher educational establishments of I-IV of accreditation levels in 2011/2012. Thereat, there were only 90 students in the vocational schools during the same period. Working professions made up 70 per cent of vacancies on the labour market.  

Apart from that, structural subdivisions of oblast state administrations responsible for educational sector, lack managing structures which makes it impossible to establish efficient management system for qualitative changes in the professional and technical education. 

Following the results of consideration of the issue, the Committee made a number of recommendations to central and regional bodies of executive power, scientific institutions, and employees’ associations concerning settlement of the problem of training of qualitative workers and formation of the labour potential of the state. In particular:  

to take into account information of the Ministry of Science and Education; Ministry of Social Policy; the Joint Representative Body of the Employers at National Level; as well as other central and regional bodies of executive power;

continue exercising control over fulfillment of Recommendations to the Committee’s hearings, approved by the decision of the Committee of January 10, 2010 in 2013-2015;

To recommend the Cabinet of Ministers:

- analyze reasons of unsatisfactory funding of the State target program for development of vocational education for 2011-2015 in 2012 and to take efficient measures to ensure its funding in 2013;

- prepare suggestions that would encourage employers participate in training of cadres and improvement of material and technical basis of educational establishments; and submit the respective bills for consideration by the Verkhovna Rada, etc.

The Committee made also several recommendations to the Ministry of Science and Education; the National Academy of Pedagogical Sciences, the Council of Ministers of the Autonomous Republic of Crimea; oblast, Kyiv and Sevastopol city sate administrations; and the Joint Representative Body of the Employers at national level.

It was agreed to refer the decision of the Committee to the Cabinet of Ministers; to the ministries of science and education, social policy, finance, economic development and trade; to the Council of Ministers of the Autonomous Republic of Crimea; oblast, Kyiv and Sevastopol city sate administrations; the National Academy of Pedagogical Sciences; the Joint Representative Body of the Employers at national level in order to fulfill and exercise control.  

The subcommittee on matters of professional education and the secretariat are mandated to supplement the Decision with suggestions received during consideration of the issue that were upheld by the Committee.
